Abstract:
The Army National Guard undertook an initiative in Fiscal Years 1998 and 1999 to conduct and update planning level wetlands surveys on selected training sites across the country. The initiative was centrally funded at the National Guard Bureau in Arlington, Virginia. Surveys were conducted by teams from the U.S. Army Corps of Engineers Research and Development Center in Vicksburg, Mississippi. In January of 2000 the project was extended through Fiscal Year 2000. Products from the survey included both digital and paper map depictions of waters of the United States, including wetlands, that occurred at each of the sites surveyed.
Purpose:
To provide the National Guard Bureau with a current and accurate delineation of wetlands and other regulated waters for Pelham Range, Alabama in both digital and hard copy format. The data is intended to be used to assist land managers in making informed decisions regarding any actions or activities that could impact these natural resources.
Supplemental Information:
Wetlands and WoUS were identified using a planning-level delineation approach that adjusts the methods outlined in the Corps of Engineers Wetlands Delineation manual (Environmental Laboratory 1987) and 33 CFR 328 for application at watershed scale. This delineation approach allows for the identification of different types of regulated wetlands and WoUS suitable for use in project planning, it does not serve as a substitute for the on-site jurisdictional delineation that is normally conducted as part of Section 404 permit review process.
Under stereoscope, wetlands and Waters of the U.S. information were delineated on aerial photography stereo pairs. The delineated photos were scanned and georectified to the corresponding USGS 1:24000 topo sheet. Software used for rectification was ERDAS Imagine warptool. The rectified image with the delineated wetlands information was then displayed as a backdrop and the wetland information extracted in ESRI's ArcEdit producing a wetland layer for field checking.
A hardcopy map describing the boundary for Pelham Range was provided by the Army National Guard at Fort McClellan Alabama. All layers were digitized directly from the base map in ESRI's ArcInfo. The layers extracted were: boundary, roads, tank trail, impact areas, hydrography and wetland areas. The coverages were then combined with the stereoscope delineated wetlands layer to produce a map for field verification.
The field map was used along with the aerial photograph stereo pairs during the field visit to verify the photo interpreted wetland layer. The best source for navigation information was the aerial photos. The occurrence and description of wetlands was field verified with two types of site characterization methods. The first type is sample point as defined by the Corps of Engineers, Environmental Laboratory, Wetlands Delineation Manual (1987). The second point type, an observation point, is a sample point modified by reduction of procedure. The purpose of observation points is quick and accurate visual field map verification and validation. Commission and omission errors concerning wetland occurrences were indicated on the field map and addressed upon return to the lab. Sample and observation point coordinates were collected with a Trimble XR Pro GPS.
The field corrections were incorporated into the active coverage using ArcEdit. The active coverage was then copied to a second coverage. The first coverage was edited to address only polygon information (wetlands, lakes, ponds, islands) and the second was edited to address only linear information (streams, rivers). Items were added to each coverage to describe the wetland classification within the cowardin system and measurement in the English Standard system (acres for polygons and miles for stream segments).

The files are produced first in the working coordinate system, datum, and spheroid of the local Army National Guard Natural Resources GIS office if other than UTM, WGS84. The files are also projected in UTM, WGS84 as mandated to the Army National Guard. Each of the files are included in the ARC/INFO e00 interchange format as well as ARCVIEW .shp format.
The wetland information is only complete when the files hywetlnl and hywetlnd are accessed together.

Initial delineation of wetland information from aerial photo stereo pairs using stereoscope.
The photos and the initial delineation are rectified to USGS DOQQ's. The digitized wetlands are combined with other digital layers for spatial reference (boundary, roads, hypsography). Using the field modified and verified maps, the digital base map is finalized to reflect all field verifications. ESRI ARC/INFO commands BUILD and CLEAN are used to ensure the integrity of the completeness report.
