The passage of the Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991 has greatly spurred banking among state highway departments - just about all states are planning a program if not already implemented. Essentially, ISTEA classified banks as highway projects in themselves, thereby making them eligible for Federal funding support.
